1. Is your business a DBE certified by PAUCP?
Firms that are currently certified DBEs with the Pennsylvania Unified Certification Program (PAUCP) are eligible for DBE Supportive Services.

A Disadvantaged Business Enterprise (DBE) is a for-profit small business that is at least 51% owned by one or more individuals who are both socially and economically disadvantaged, or in the case of corporation, in which 51% of the stock is owned by one or more such individuals and whose management and daily business operations are controlled by one or more of the socially and economically disadvantages individuals who own it.
Check the PA Unified Certification Program to see if your firm is on that list.
No, my business is not a certified DBE by PAUCP.
No, I am not PAUCP Certified, but I have an eligible third-party certification.
If you have one of these certifications, you can receive assistance to become DBE certified.
- National Minority Supplier Development Council (MNSDC)
- Women’s Business Enterprise Council (WBEC)
- Small Business Administration (SMA)
- Department of Veterans Affairs (DVA)
If your business is a disadvantaged business, minority-owned or women-owned business or service disable veteran-owned or veteran-owned small business that has been certified by a third-party certifying organization, then your firm is eligible to receive assistance from the the PA Diverse Business Supportive Services Center (PADBSSC).
We encourage you to request information on how to become certified as a DBE with PAUCP. Once you become certified as a DBE with PAUCP, your firm will then become eligible for assistance from the PA DBE Supportive Services Center (PennDBE).
No, I am not PAUCP Certified nor do I have an eligible third-party certification.
In order for you to receive assistance from the DBE Supportive Services Center you must be a certified DBE with PAUCP.
If your firm is ineligible to receive assistance from the PA DBE Supportive Services Center and is ineligible to receive assistance from its program partner the Diverse Business Supportive Services Center in becoming a DBE with PAUCP, then please contact PennDOT Bureau of Equal Opportunity for more information on becoming a certified DBE at 800-468-4201 or visit the UCP website at www.PAUCP.com.

Additionally, firms must have completed the DBE annual needs assessment within the last 12 months, which can be done anytime by visiting ana.penndbe.com and completing the survey.
