Contract No. 2021-WW01 through 2021-WW04
Bids for the construction of Lairdsville Sanitary Sewer Project Contracts: 2021-WW01, 2021-WW02,
2021-WW03, 2021-WW04 will be received via either the PennBid.net website or hard copy
delivered to Nittany Engineering, a division of Century Engineering, Inc. at 55 Pierce Ln, Suit 203,
Montoursville, Pa 17754, until Monday, August 23, 2021 at 3:00 PM (prevailing time).
In addition to the Equal Employment requirements of Executive Order 11246 regarding
discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1%
goal for minority participation in his/her aggregate on-site construction workforce for contracts in
excess of $10,000. Franklin Township is utilizing federal funds for this project, and Lycoming County
has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive
Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135
Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence
of minority and women business enterprises and Section 3 business concerns who have been
contacted and to whom commitments have been made. Documentation of such solicitations
and commitments shall be submitted with the bid.
Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for
contracts of $25,000 or more.
A non- mandatory pre-bid conference for the Project will be held on Tuesday, July 27, 2021 at
11:00:00 AM at Franklin Township Office, 61 School Street, Lairdsville, PA, 17742. Attendance at
the pre-bid conference is encouraged but not required.
Questions must be submitted to Nittany Engineering per the Instructions to Bidders.
