- RFP Description: PennDOT’s Local Technical Assistance Program (“LTAP”) is part of a national initiative to transfer transportation technology through training, technical assistance, and other customer services to municipal officials and their staff. PennDOT LTAP provides technical information and proven technologies dealing with roadway maintenance and safety methods to meet the growing demands on municipal governments. PennDOT LTAP has provided technology transfer services to Pennsylvania’s 2,560 municipal governments since 1983. Over that time, PennDOT LTAP has been recognized as one of the leading LTAP centers in the United States and has continued to provide innovative and state-of-the-art service to its customers.
